The 5 Stars Movement (M5S, anti-system) asked Monday a few more days to form with the League (far right) a government of union, for lack of agreement for the moment on the details of its program and the identity of his future boss.
“As we are writing what will be the government’s program for the next five years, it is important for us to complete it at best, which is why we asked for a few more days,” Luigi said. Di Maio, leader of the M5S, after a 45-minute interview with the head of state.
League boss Matteo Salvini also visited the Quirinal Palace at 6:00 pm (1600 GMT) to meet President Sergio Mattarella after several days of intense talks.
“There is still work,” Salvini acknowledged in the early afternoon, before ensuring on Twitter that he had only slept an hour last night to “do everything to keep the promises and give a better future for Italy “.
The name of the future head of government remains one of the big unknowns.
Each side strongly opposes the designation of the leader of the other, the press evokes the search for a personality compatible with both without being too tied to one or the other, likely to be authoritative at the international level and to make compatible with Brussels the eurosceptic tone of the future executive.
Mr. Di Maio told the press that he had agreed with Mr. Salvini to make no public name before speaking with the president.
On the other hand, he reiterated that the “government contract” would be submitted to M5S militants via an online vote, following a classic procedure of this movement born in 2009 of the rejection of the traditional political class and which advocates a form of direct democracy. via Internet.
– delicate synthesis –
On the content of the government agreement, the synthesis is not simple between the League, a nationalist formation close to the French National Front, which filled the voices in the North on the promise of massive tax cuts, and the M5S, more ambivalent on the European Union and acclaimed by the South for having promised a citizenship income.
Mr. Di Maio said he was “satisfied” with the climate of the discussions and “what we got on the income of citizenship, the law Fornero (pension reform), the cuts in waste (…), on the fight against corruption, the prison for the guilty of tax evasion “.
According to the press, a compromise provides for a postponement to 2019 of the income of citizenship, considered by the League as a measure of assistantship, as well as a reconfiguration of the “flat tax” at 15%, a battlehorse of the League, which according to the M5S would overgrow the public accounts.
The League and the M5S have agreed on the revision of a reform gradually delaying the retirement age. It is currently set at 66 years and seven months and is expected to rise to 67 in 2019.
Both parties should introduce the “scale 100”, ie the possibility of leaving the work when the sum of the age and years of contribution reaches 100 (for example 64 years and 36 years of contributions).

Immigration has, however, become a sensitive issue: if the electoral speeches showed the same firmness, the concrete measures demanded by the League are too “muscular” for the M5S, according to several media.
For the composition of the government, League and M5S must also agree on their relative weight: against the more than 32% obtained by the M5S in the March legislative elections, Mr. Salvini relies for two months on the 37% of the coalition right, even though the league only got 17%.
